Indicador Sintético de Actividad Provincial (ISAP): un Aporte al Análisis de las Economías Regionales argentinas

Abstract

El sistema argentino de estadísticas presenta un vacío notable: no existe ningún conjunto de indicadores que permita comparar de manera homogénea el desempeño económico de las 24 provincias argentinas. El Indicador Sintético de Actividad Provincial (ISAP) aspira a cubrir esa carencia. Se trata de un sistema de 25 indicadores coincidentes (uno para cada provincia y uno para el agregado nacional) cuyas variaciones son construidas como un promedio ponderado de las variaciones de diversas variables que correlacionan fuertemente con el nivel de actividad. En este trabajo repasamos la literatura existente sobre el tema, describimos en detalle la metodología aplicada y presentamos los resultados obtenidos. El ISAP aparece como una herramienta muy relevante para el monitoreo de la actividad provincial, así como para el diseño y evaluación de políticas específicas para cada provincia. Asimismo, la flexibilidad de la metodología permite que ésta sea replicada en otros países que carezcan de este tipo de información.
