Abstract

Energy poverty has undergone a conceptual evolution over the past thirty years. The issue, which first entered the social policy agenda in developed countries under the heading of “fuel poverty,” subsequently became part of the development agenda in developing countries under the heading of “lack of access to modern energy services.” *Energy Poverty: Global Challenges and Local Solutions*, edited by Halff, Sovacool, and Rozhon and published by Oxford University Press in 2014, is an anthology that attempts to bring these two agendas together within a single framework. With its twenty-one chapters and a three-tiered structure comprising “The Picture of Energy Poverty,” “Lessons Learned,” and “Challenges and Policy Options,” the book serves as a platform that simultaneously advances both the empirical and policy-oriented discussions in the field.
