Some Arguments Against A Global Stabilization Policy by the IMF

Abstract

Viene discussa la proposta, avanzata per la prima volta da Richard Cooper, per una politica di prestito anticiclica da parte del Fondo Monetario Internazionale (FMI). Secondo Cooper, il FMI dovrebbe modificare la sua politica di prestito nel corso del tempo, in relazione alle condizioni economiche mondiali. Finora questa proposta è stata esaminata soltanto a livello empirico, mentre in questo articolo vengono presentati alcuni argomenti diretti ad illustrare più che la probabile portata degli effetti sull’economia mondiale il fondamento logico della proposta di Cooper. Si ritiene che tale politica non sia attuabile e che addirittura sia dannosa per i paesi considerati nel programma.
