Resolving the Triangle of International Debt: A Proposal

Abstract

Esistono oggi due problemi relativi al debito con l’estero: uno per i paesi meno sviluppati e l’altro per il maggiore debitore del mondo, gli USA. I paesi meno sviluppati e fortemente indebitati fanno fronte al loro debito ricorrendo a misure di austerità che portano l’economia mondiale in un circolo vizioso di stagnazione. E’ pressoché impossibile che tali paesi riescano a far fronte agli impegni finanziari solo con le loro eccedenze commerciali, soprattutto in un momento in cui anche gli USA cercano di raggiungere un saldo attivo della bilancia commerciale. L’iniziativa Baker ed il proposto piano Marshall giapponese mirano ad erogare finanziamenti ai paesi meno sviluppati al fine di promuoverne la crescita e le esportazioni. Nel presente articolo si sostiene che i parametri strutturali dei paesi meno sviluppati indicano che le loro economie tendono a far crescere l’indebitamento. Si consiglia ai paesi meno sviluppati l’adozione di misure idonee a far rientrare i capitali. A. TASGIAN
