Le marché québécois de l’électricité

Abstract

Hydro-Quebec's electricity rates within its mandated territory increased at the annual rate of 3.8% from 1980 to 1990 despite the fact that there was no growth in the first three years. The government-owned enterprise is rather pessimistic with respect to the expected electricity demand growth and it is forecasting that electricity demand will grow at 2.2% per year up to 2006. When we consider the main factors underlying electicity demand growth such as demography, gross domestic product, prices of competing energy sources, it is difficult to share Hydro-Quebec's pessimism. However there are services such as residential heating which could be met at lower costs from energy sources other than electricity. The change would improve the profitability of the Crown corporation and the economic welfare of the province of Québec as a whole. Les ventes québécoises d’électricité par Hydro-Québec ont augmenté au rythme annuel de 3,8 % de 1980 à 1990 même si la croissance fut nulle au cours des trois premières années. La société d’État est plutôt pessimiste quant aux perspectives de croissance de sa demande et elle prévoit une hausse annuelle de 2,2 % de 1990 à 2006. Lorsque nous considérons les facteurs de base sous-jacents à la demande d’électricité et leur évolution attendue, à savoir le changement démographique, la croissance économique, la stucture de l’économie et les prix des différentes sources d’énergie, il est difficile de partager le pessimiste manifesté par Hydro-Québec. Il demeure qu’il existe certains marchés, comme le chauffage résidentiel qui ne sont pas rentables ni pour Hydro-Québec ni pour la société en général et qui pourraient être servis à des coûts moindres à partir des autres sources d’énergie.
