Abstract

Commercial links to financial institutions in Canada are part of a large debate among the industries of financial institutions. Deregulation has increased the demand to allow these links. The Government of Canada has always indicated its opposition to the principle of commercial links to a financial institution, whereas the Quebec Government, and specially since 1984, has supported these links as a means for additional financing for the cooperative and mutual financial institutions of Quebec. The author summarizes the evolution of the issue since 1984, and shows how both governments have worked to finally arrange a compromise on this issue during 1990. Les liens commerciaux des institutions financières soulèvent depuis plusieurs années beaucoup de débats à l’occasion de la réforme des lois sur les institutions financières. Le gouvernement fédéral a toujours affirmé des réserves sérieuses alors que le gouvernement du Québec y voyait un élément essentiel au financement de ses institutions financières mutuelles et coopératives. L’auteur résume l’évolution des positions depuis 1984 et montre la recherche d’un compromis qui semble vouloir s’être concrétisé depuis 1990.
