L’univers du secteur public et les règles comptables utilisées dans les systèmes statistiques canadiens

Abstract

After a summary of the main characteristics of four systems for presenting public sector revenue and expenditure in Canada, the paper examines the problems in the definition of the public sector universe or the delimitation of its boundaries and in the division between general government and government enterprise. Moreover, the interpretation of the data on the public sector is made difficult by the fact that the existing statistical Systems do not provide enough information on many relevant objects. Finally, the central problem in the analysis of government activity remains the measurement of the volume of government services. Après avoir dressé un résumé des principales caractéristiques de quatre systèmes canadiens de présentation des données sur le secteur public, le texte indique les principales difficultés reliées à la délimitation de l’univers du secteur public ou à l’établissement de ses frontières et à la division entre les deux catégories, administrations publiques — entreprises publiques. L’interprétation des données sur les recettes et les dépenses du secteur public est toutefois rendue difficile par le manque d’information fournie par les systèmes statistiques existants. Le problème central de l’analyse des activités gouvernementales demeure finalement la mesure du volume des services.
