Abstract

Pierre Fortin agreed on the importance of structural unemployment and the need to combat it. He stressed however, that the increase in unemployment by 5 percentage points since the beginning of the 1981 recession was entirely due to an abrupt decrease in global demand having no structural component. Consequently, the double objective of controlling the public debt and reducing Keynesian unemployment can only be attained if budgetary rigour is accompanied by monetary expansion. He therefore proposed, that the Canadian dollar be set at a value of 65 cents U.S. to give Canadian industry the same competitive position that it had in 1979.
