Le rôle de Montréal comme centre de services : une analyse pour certains services aux entreprises

Abstract

Montreal is today largely a regional business service centre, serving the Province of Quebec. Service exports outside the Province and outside Canada are relatively few, at least for the sectors studied. The size of the business service sector in Montreal, compared to that of Toronto, appears relatively small, which may in part be explained by the relative size of its "natural" market. The business service sector nonetheless continued to grow at a rapid rate in Montreal reflecting the major structural shifts observed in all large metropolitan areas towards an increasing tertiairization of production functions. Despite Toronto's preeminence as Canada's business service centre, it would however be incorrect to assume that Montreal is necessarily dominated by Toronto for most specialized services. According to our results it would be more correct to speak of a division of markets for most services, where Montreal firms clearly dominate the Quebec market. In many ways, Montreal appears to play a role towards Quebec, analogous to that Toronto towards the rest of Canada. Montréal est aujourd’hui d’abord un centre québécois, voire régional, de services aux entreprises. Les exportations de services hors du Québec, et à plus forte raison hors du Canada, demeurent encore relativement modestes, du moins pour les secteurs examinés. La dimension du secteur des services aux entreprises à Montréal semble plutôt modeste par comparaison à celle de Toronto, ce qui s’expliquerait alors en partie par la taille relativement restreinte de son marché « naturel », le Québec. Si ce secteur a néanmoins connu une croissance impressionnante à Montréal, il s’agit là d’une évolution normale, observée dans toutes les grandes villes du monde industrialisé, liée en bonne partie à la tertiarisation générale des fonctions de production. Malgré la position prééminente de Toronto au niveau canadien, il serait cependant faux de parler d’une satellisation générale de Montréal par rapport à Toronto. Pour la plupart des services aux entreprises, il serait plus juste de parler d’un partage des marchés, car Montréal domine très nettement l’ensemble du territoire québécois. Elle joue en quelque sorte vis-à-vis du reste du Québec le même rôle que Toronto vis-à-vis du reste du Canada. Il reste toutefois à voir, étant donné les tendances récentes, si Montréal continuera, à l’avenir, à assumer ce rôle.
