L’accès à l'assainissement dans les quartiers précaires de Ouagadougou

Abstract

La littérature a très peu étudié la demande en assainissement amélioré des ménages et notamment en Afrique. Seules quelques rares études ont été menées mais dans le cadre d’évaluation contingente (demande ex ante). À partir de modèles de choix discrets, nous analysons les déterminants de la demande avérée (ex post) pour des services améliorés en assainissement dans six quartiers précaires de Ouagadougou. Si certains résultats corroborent ceux de la littérature, d’autres s’avérant bien plus originaux, ont été mis en évidence. La contribution la plus originale de ce travail porte sur l’établissement d’un lien négatif contre-intuitif entre l’accès amélioré à l’assainissement et la prévalence des maladies hydriques. L’usage d’une latrine améliorée ne suffirait pas à échapper aux maladies hydriques. Ces résultats suggèrent donc qu’une combinaison d’interventions publiques est nécessaire; les différentes cibles des OMD (en particulier, l’amélioration de l’accès à l’eau potable, des services en assainissement et la réduction de la prévalence des maladies hydriques) étant intimement liées.
