El Efecto Redistributivo De Las Transferencias En La Financiación Regional

Abstract

Con el presente trabajo nos proponemos analizar la redistribución de recursos financieros que producen las transferencias del sistema de financiación autonómica vigente hasta 2009. Para ello planteamos un análisis comparado con Alemania, Australia, Canadá y Suiza utilizando indicadores de desigualdad y progresividad derivados de índices de concentración, así como indicadores de dispersión y de elasticidad. El resultado fundamental que se obtiene es que el sistema de financiación autonómica es homologable en términos distributivos, si bien es de destacar que es más favorable a las Comunidades Autónomas con menos PIB per cápita y produce más reordenación.
