Análisis del comportamiento fiscal de las provincias argentinas

Abstract

Esta investigación propone analizar en primera instancia cómo es el desempeño fiscal de cada una de las 23 provincias argentinas, junto con la Ciudad Autónoma de Buenos Aires, para el período 1988–2018. Los resultados denotan que casi la totalidad de las mismas presentan una política fiscal procíclica, en línea con el comportamiento del país a nivel nacional. Por otra parte, se detalla un modelo teórico que expone cómo las transferencias discrecionales por parte del gobierno federal generan una relación estratégica entre las provincias, y cuyos resultados sirven de sustento para un análisis empírico de las transferencias y la posible creación de un fondo de reserva anticíclico a partir de ellas. Lo último será realizado a modo de complemento en una investigación futura.
