Ppp Models And Digital Risk Mitigation In The Recovery Of Ukrainian Port Infrastructure

Abstract

The 2022 invasion of Ukraine disrupted Eastern European logistics, shifting maritime traffic from blockaded Southern deep-water ports to the Danube River network (“Danube Cluster”). For post-war recovery, Ukraine must not only rebuild but modernize its maritime economy. Facing a multibillion-dollar financing gap due to defense spending, the state must rely on private capital. However, investors remain deterred by war-related and historical governance risks. This study investigates how technological innovation and economic theory can optimize Public-Private Partnerships (PPPs) for port reconstruction. The paper proposes a modified PPP model utilizing the AK growth theory, demonstrating that integrating technology with infrastructure capital creates a multiplier effect for sustained long-term growth. Findings suggest that traditional PPPs must evolve into tiered finance structures backed by international “first-loss” guarantees. Furthermore, integrating “Smart Port” technologies like Artificial Intelligence (AI) is essential. These technologies provide the radical operational transparency required to make high-risk investments feasible, enforce institutional integrity, and mitigate corruption risks.
