Mapping Romania’S Competitiveness Within The Eu‑27: A Quantitative Assessment Of Tourists Flow

Abstract

This paper analyses the position and dynamics of Romania’s international tourism within the European context, focusing on the period 1995–2024 and on comparisons with EU-27 Member States. Using harmonized statistical series from Eurostat and national sources, the study examines both absolute indicators – the number of foreign tourist arrivals (NSTS) and overnight stays (NITS) in tourist accommodation establishments – and relative indicators, such as fixed-base and average annual indices, average annual growth rates, and tourist traffic density. The results reveal a strong concentration of international tourism flows in a small group of Western and Southern European countries, while Romania remains in the group of Member States with low NSTS and NITS levels, despite a marked post-pandemic recovery. Comparative analyses with neighboring countries (Bulgaria and Hungary) highlight Romania’s structural lag, especially in terms of foreign tourist arrivals per 1,000 inhabitants and summer-season intensity. The findings underscore the importance of effectively leveraging tourism potential and of consistent policy measures aimed at improving Romania’s attractiveness on the international tourism market
