La multifuncionalidad y la ecocondicionalidad como alternativa para el desarrollo rural sustentable

Abstract

En el presente trabajo se analiza y propone el impulso de nuevas medidas de políticas públicas para el sector rural que partan de reconocer las múltiples funciones con que cumple la agricultura, fundamentalmente campesina, frente a los retos económicos, sociales y ambientales que enfrenta el campo mexicano. En particular, se considera apropiado y viable el promover una nueva política agro-ambiental a partir de una estrategia que contemple el uso del principio de eco-condicionalidad para contribuir al desarrollo rural sustentable en México. Dicha estrategia justificaría la permanencia de ciertos apoyos agrícolas, como el Procampo, en el marco de los compromisos internacionales firmados por México con la OECD y la OMC y de las tendencias de política agrícola mundiales.
