Abstract

En la nueva visión sobre las funciones del gobierno la política social ha pasado de tener un carácter expresamente compensatorio frente a las consecuencias del libre mercado, de concentración de la riqueza y de exclusión de amplios grupos sociales y se ha puesto en marcha una propuesta de tipo focalizadora. Esta concepción orienta la política social hacia el establecimiento de las capacidades competitivas de los individuos para que ellos por sí mismos, sean capaces de satisfacer sus requerimientos y lograr su integración a la "nueva economía". Este artículo explora una propuesta alternativa de política pública que vincule economía y política social, basada en la formulación de políticas de carácter "publico" y no gubernamental.
