Para Un Enfoque Institucional De La Empresa Pública En México

Abstract

Enfoque analítico que permite el estudio empírico de la empresa pública (EP) desde la perspectiva institucional. Esclarece el fenómeno de la EP en los países de industrialización tardía como México. Contrastando con la visión neoclásica, postula que la causalidad de la crisis de la EP subyace fundamentalmente en la esfera organizacional. Propone, relevar la importancia de las transacciones en la estructura y dinámica de la EP; postular a la EP como un resultado ex-post de la minimización de los costos de transacción; destacar el papel determinante de los factores macroinstitucionales e individuales en la EP; y, eslabonar las implicaciones organizacionales del tópico patrimonial de la EP con la privatización.
