Politica publica en materia de desarrollo social mediante el Fondo de Infraestructura Social Municipal Potosino

Abstract

El desarrollo social municipal en el estado de San Luis Potosi necesita acompanarse de la implementacion de politicas publicas e instrumentos que orienten las acciones de descentralizacion de los recursos fiscales federales, como es el caso del Fondo de Aportaciones para la Infraestructura Social Municipal (FAISM). Se propone establecer un Fondo Concursable para incentivar el mecanismo de distribucion del Fondo y mejorar los niveles de bienestar social. El estudio se centra en los 58 municipios potosinos que, en conjunto, obtuvieron el 3.52% del Fondo a nivel nacional, durante el periodo de 1998-2012. Para el analisis se propuso incorporar a la formula 13 variables de desarrollo social y 5 de gestion publica. La informacion de las variables se obtendra del: Sistema Nacional de Informacion Municipal, Instituto Nacional de Estadistica y Geografia, Instituto Nacional para el Federalismo y Desarrollo Municipal y del Consejo Nacional de Evaluacion de la Politica de Desarrollo Social.
