A Defence Technology Integrative Capability (DTIC) framework for Indonesia's naval-industrial base

Abstract

Indonesia’s defence-industrial policy has long assessed progress through domestic content or Tingkat Komponen Dalam Negeri (TKDN), while naval technological capability remains constrained by licensed assembly. This article argues that TKDN alone misidentifies the foundations of sovereign capability. Drawing on latecomer capability accumulation, complex products and systems theory, global value-chain analysis, and absorptive-capacity theory, it develops the Defence Technology Integrative Capability (DTIC) framework, comprising five interdependent functions: design authority, system integration, technology management, human capital, and industrial ecosystem. The framework positions local content as an outcome of design authority and integration control rather than a precondition. Through comparative analysis of Japan, the Republic of Korea, Türkiye, India, and Indonesia, alongside Indonesian naval lineage analysis (2005–2026), the study finds that capability advances when platforms evolve through derivative designs, as demonstrated by PT PAL’s LPD lineage. It proposes a maturity model, governance architecture, and roadmap for capability-based maritime defence industrialization.
