Abstract

[fre] La prévision de croissance de l'OFCE est de 2,6% pour l'année 1999 et de 3,2% pour l'année 2000. L'industrie française subit en fin d'année 1998 et en début d'année 1999 un net ralentissement causé par la crise asiatique et les conséquences indirectes de celle-ci sur l'Allemagne et l'Italie. Cependant, la consommation des ménages reste très dynamique, portée par une croissance forte du revenu et soutenue par la décrue du chômage et un emploi en forte progression. La deuxième partie de l'année 1999 est marquée par le rebond de l'industrie, qui réagit à une demande étrangère moins déprimée et qui rattrape son retard en terme de stocks et d'investissement, d'autant que la reprise des prix des matières premières ne justifie plus d'attentisme. Ainsi, sur la lancée de la reprise à la fin 1999, la croissance pour l'année 2000 est supérieure à la croissance potentielle, sans que des tensions particulières soient à craindre. La croissance se réalise sans mouvement de l'inflation, hors ceux apportés par la remontée du prix du pétrole. Les politiques budgétaires et monétaires ont un impact pratiquement neutre et n'obèrent pas ce schéma de reprise. Par ailleurs, la politique de l'emploi du gouvernement apporte opportunément une détente supplémentaire sur le marché du travail. Les emplois jeunes et l'application progressive des 35 heures contribuent à la création de plus de 200 000 emplois. Le chô mage se réduit et atteint 10,5% de la population active à la fin de l'année 2000. Les perspectives de l'économie française sont meilleures que celles de l'économie allemande, à la fois parce que l'avance du cycle conjoncturel français a été accentuée par une moindre exposition aux crises asiatiques et des pays de Est, et parce que la croissance potentielle en France est légèrement supérieure à celle de l'Allemagne. By the end of 1998 and the beginning of 1999, the French industry has slowed down because of Asian and East-European crises and their consequences on Germany and Italy. However, households consumption remains highly dynamic, sustained by the strong growth of income and employment. Industry will rebound during the second part of 1999, stimulated by the recovery of foreign demand and delays in stocks and investment. In 2000, the growth rate will be superior to potential growth without inflation tensions. Fiscal and monetary policies will be neutral. Reduction in working time and creation of jobs for young workers will contribute to decrease unemployment rate to 10.5% at the end of 2000. French economic perspectives are better than German ones thanks to lesser exposure to external crises and to potential growth slightly superior. JEL Code : FO1
