Abstract

[eng] As requested by the economic administrations of some African countries, the OFCE Econometric Department was led to build and finalize short and medium term forecasting models different from those currently used in the developed countries. This paper presents the model built for the Planning Agency and the Ministry of Economy and Finance of the gabonese Republic. . The first part develops a few methodological points on the modelling associated with the building of the economic budget. The second one presents the « MEGA » model main characteristics (Modèle de l'Economie gabonaise). . This model features two major specifics. On the one hand, it includes not only national accounts but also public finance (in budget item), balance of payments as well as internal and foreign public debt. On the other hand, three means of State Account loops can be considered : the adjustment can be made either on public investment, or foreign debt or on the Treasury. Studying the growth of the Gabonese Economy over the past 5 years, shows that the functioning of the model with endogeneous public investment traces the observed behaviour rather closely. [fre] A la demande des administrations économiques de certains pays africains, le département d'économétrie de l'OFCE a été amené à concevoir et mettre au point des modèles de prévision à court et moyen terme de nature différente de ceux couramment en usage dans les pays industrialisés. Cet article présente le modèle élaboré pour le ministère du Plan et le ministère de l'Economie et des finances de la République gabonaise. . La première partie développe quelques considérations méthodologiques sur la modélisation associée à l'élaboration des budgets économiques. La seconde présente les principales caractéristiques du modèle « MEGA » (abréviation de Modèle de l'économie gabonaise). . Le modèle présente deux originalités. D'une part il intègre non seulement les comptes nationaux (TES, TEE) mais également les finances publiques (en nomenclature budgétaire), la balance des paiements et l'endettement public extérieur et intérieur. D'autre part trois modes de bouclage du compte de l'Etat sont possibles : on peut solder soit sur l'investissement public, soit sur l'endettement extérieur, soit sur le Trésor.. L'étude de la croissance de l'économie gabonaise au cours des cinq dernières années montre que le fonctionnement du modèle avec investissement public endogène retrace assez fidèlement le comportement observé.
