Considérations sur les méthodes de prévision illustrées par un retour sur 1984

Abstract

[eng] Forecasts made in 1984 by the econometrics department of the OFCE can now be compared with the description of the economy given by the national and quarterly accounts. It appears that we had correctly forecast moderate growth and the slowdown of inflation. However, the upturn of world demand and the dollar exchange rate were underestimated, as was, at first, the slowdown of wage rates. The present analysis describes the method employed. This combines the use of a structural macroeconomic model, to determine and explain the short/medium term tendancy, with a diagnosis of current conditions, i.e. a study of gaps between recent evolutions and average behaviour described by the relations of the model. Obstacles met are : the difficulty in forecasting exogenous variables (economic policy and especially international environment) ; imperfect knowledge of recent economic evolutions ; the presence of residues, i.e. gaps between real evolutions and those that the model simulates. [fre] Les prévisions que le département ďéconométrie de l'OFCE a effectuées pour l'année 1984 peuvent maintenant être comparées à la description de l'évolution économique que fournissent les comptes nationaux et les comptes trimestriels. Il apparaît que nous avions correctement prévu la croissance modérée et le ralentissement de l'inflation. Toutefois la reprise de la demande mondiale et l'appréciation du dollar ont été sous-estimées, ainsi qu'initialement, le ralentissement du taux de salaire. La présente analyse illustre la méthode utilisée, qui combine l'utilisation d'un modèle macroéconomique structurel, pour la détermination et l'explication de la tendance de court/moyen terme, avec le diagnostic conjoncturel, c'est-à-dire l'étude des écarts entre les évolutions récentes et les comportements moyens décrits par les relations du modèle. Les écueils rencontrés sont la difficulté de prévoir les variables exogènes (politique économique et surtout environnement international) ; la connaissance imparfaite de l'évolution économique récente; la présence de résidus, c'est-à-dire d'écarts entre les évolutions effectives et celles que simulent le modèle.
