Abstract

[fre] Le relatif insuccès des politiques de soutien des dix dernières années et la gravité de la situation de l'endettement public ont présidé au choix d'une politique budgétaire nettement restrictive en RFA. Celle-ci vise à rétablir la confiance par la réduction des déficits et par une certaine amélioration des conditions de l'offre.. Les objectifs retenus semblent cependant ambitieux ; l'inertie des dépenses de transferts et la charge de la dette s'opposent à toute réduction significative de la pression fiscale et du loyer de l'argent, tous deux nécessaires à l'amélioration du climat. [eng] The relative lack of success of expansionary policies over the past ten years and the extent of the public debt have led to a restrictive budgetary policy. By reducing public deficits and creating a better environment for the corporate sector, this policy aims at re-establishing business confidence. . However, the policy objectives seem rather ambitious. The momentum of welfare expenses and the burden of public debt both work against any significative reduction in fiscal pressure and interest rates, two pre-conditions for a better climate.
