Abstract

[eng] An Economic Analysis of Tax Competition The question of tax competition is of great importance for France, generally considered as poorly rated in this competition. The first part of this paper examines the messages delivered by the theoretical literature on tax competition. These messages remain inconclusive. One fundamental reason is that similar models can reach opposite conclusions depending on the behavioural assumptions that are made concerning states. This theoretical deadlock did not preclude the development of more pragmatic approaches, which are reviewed in the second half of the paper. La première partie de l'article examine ce qu'en dit la littérature théorique. Il se trouve qu'elle ne délivre pas de message univoque sur le besoin de régulation de la concurrence fiscale. Une raison de fond à cela est qu'on peut déboucher sur des conclusions opposées selon la représentation que l'on a du comportement des Etats. Cette impasse théorique n'a pas empêché le développement d'approches plus pragmatiques, qui sont examinées dans la deuxième partie de l'article.
