La production d'armement : éléments d'économie institutionnelle

Abstract

[eng] The crisis of french defense industry is analysed as part of the agency theory. The « Gold Plating » phenomenon is considered in relation with the agent's strategy (centralisation of the specific information). Foreign experiences show that problems are not cleared up in alternate models of regulation (UK or USA for example). High specificity of investments, agent's opportunism and uncertainty highlight two main difficulties : degree of information's centralization and scope of contractual arrangement. [fre] La crise de l'industrie française de défense est étudiée en prenant comme cadre de référence la théorie de l'agence. La dérive des prix y est analysée comme une conséquence de la centralisation excessive de l'information spécifique opérée par l'agent D.G.A. Les expériences étrangères qui sont envisagées illustrent les lacunes dont sont affectées les constructions alternatives. Les caractéristiques particulières du secteur (forte spécificité des actifs, opportunisme des agents, environnement incertain) font de la résolution des difficultés tenant à la centralisation de l'information et à l'arrangement contractuel, les deux questions cruciales.
