Convergences et redistributions dans la perspective 1992

Abstract

[eng] In order to guarantee the stability of the European economic community, convergence of members countries is one of the European economic community fundamental objectives. This process must take place in such a way that the intensification of exchanges connected to the integration of the economies does not emphasize the geographical disparities of growth for the benefit of the most favoured sectors and regions. But the dominant trend for several years as initiated by the European monetary policy, is more of an alignment of monetary values and prices systems based on the most competitive country (the Federal Republic of Germany) rather than on a real values convergence. From this can only result increased disparities of income and structural adaptation. Therefore a redistribution within the Community is necessary. The author outlines its theoretical basis and means of application. [fre] Pour que l'intensification des échanges liée à l'intégration des économies n'accentue pas les disparités spatiales de la croissance en se faisant au profit des secteurs et régions les plus favorisés, la convergence des économies est l'un des objectifs fondamentaux de la Communauté économique européenne en vue de garantir sa stabilité. Mais le mouvement qui se dessine depuis plusieurs années sous l'impulsion du système monétaire européen est davantage un alignement des variables monétaires et des systèmes de prix sur le pays le plus compétitif (la République fédérale d'Allemagne) qu'une convergence des variables réelles. Il ne peut en résulter qu'une augmentation des inégalités de revenus et d'adaptations structurelles. D'où la nécessité d'une redistribution intra-communautaire dont l'auteur rappelle les bases théoriques et les modalités.
