Le jeu des tarifs publics en France

Abstract

[fre] L'article aborde la fixation des tarifs publics sous l'angle d'un jeu stratégique entre les directions du ministère des Finances (Budget, Trésor, Con- currence et consommation). Des paramètres économiques déterminent le comportement de chaque direction : équilibre du compte d'exploitation et subventions pour la direction du Budget, autofinancement des entreprises et endettement pour la direction du Trésor, indice des prix pour la direction de la Concurrence et de la consommation. Le jeu et les affrontements entre les directions sont soumis à des règles et des procédures bien précises, l'arbitrage s'effectuant au cabinet du Ministre des Finances. Plutôt qu'un processus de fixation absurde et coûteux pour les entreprises publiques, l'analyse accrédite la thèse d'un système de fixation parmi les meilleurs possibles.
