Abstract

[eng] The fragility of global capital markets revealed by the aftermath of the Russian financial crisis. . In contrast to the Asian crisis, the Russian crisis entailed a drastic change in the rules of the international game. The heart of the world financial system panicked with the loss of benchmarks in assessing risk. A liquidity scare ensued whose catalyst was the LTCM failure. The US Federal Reserve met the challenge. In organising a bank consortium to deleverage LTCM and in engineering three cuts in the Fed funds rate, the central bank fudged one-way selling pressure on all negotiable private debt.
