Des spécificités de carrières aux spécificités institutionnelles des régimes de retraite. Une simulation sur le secteur privé et la fonction publique

Abstract

[eng] From carrer specificities to institutional pension scheme specificities: a microsimulation of public vs private sector pensions. . . In order to compare the retirement pensions provided to the civil servants and to the private sector wage earners, we build past and future careers of 27,000 wage workers of the private sector and 2,400 civil servants. Using separate panel data estimations and logit models we model both the transitions between employment, unemployment and inactivity and the growth of wages for each professional group. . According to the usual retirement behaviours and to predicted life expectancies by professional category we then compute life cycle pensions benefits and pension yields. . We then point out the link between the level of pension yields and the career specificity, especially the fact that civil servants careers are more regular but shorter than private sector careers and that life expectancies are higher for civil servants has an influence on these yields. workers of the private sector and 2,400 civil servants. [fre] Afin de comparer les pensions accordées par les régimes du secteur privé et du Code des pensions civiles et militaires (à la fonction publique), nous reconstituons les carrières de 27 000 salariés du privé et de 2 400 fonctionnaires d'État. En utilisant l'économétrie des données de panel et des modèles Logit, nous modélisons à la fois les transitions activité-inactivité-chômage et les salaires d'activité des deux secteurs.. Appliquant les règles de liquidation et les comportements de retrait du marché du travail, puis les espérances de vie différentielles, nous calculons les pensions sur l'ensemble du cycle de vie ainsi que leurs rendements. . Nous concluons sur le lien entre niveau des rendements et spécificités de carrière ; en particulier, les carrières des fonctionnaires sont plus régulières et plus courtes que celles des salariés du secteur privé alors que les espérances de vie sont plus longues, ce qui influe sur les rendements des régimes de pensions.
