Abstract

Les pays d'Europe centrale et orientale ont entrepris des réformes assez profondes de leurs systèmes de retraite. Les modalités et l'étude de l'impact de telles réformes requièrent des modèles de prévision à long terme tout à fait spécifiques. Après avoir brièvement exposé celui qui a été appliqué au cas roumain, nous exposons les résultats attendus de la réforme envisagée.. Celle-ci intègre la création d'un système préfinancé pour lequel l'État souhaite apporter sa garantie ; nous présentons ainsi, dans un second temps, une méthode d'estimation des risques encourus par un tel fonds. [eng] Pension systems transition and fully schemes risk evaluation: a method applied to the romanian case. . Eastern and central European countries often have begun reforming their social security pension schemes. In order to evaluate the impact of these reforms, we need forecasting models especially built for long term. We first briefly explain how the model used for the Romanian pension system works and then summarise the main trends of the pension system reform and implications.. Because Romania decided the adoption of a fully funded scheme together with the reformed pay as you go pension scheme, the problem of the guaranty of the annuities appeared. In a second part of this paper, we consider a method for evaluating the risk linked to the fund and apply it in the Romanian case.
