The training « market » for the unemployed is analyzed through three models : the Administered Supply Model (ASM), the ASM with incentives related to the number of participants who have obtained job on leaving the training scheme and the « Supply induced by market » model.. This approach offers some explanations of empirical findings, such as, for instance, the comparatively low (even negative) return of the training schemes targeted at unemployed. The paper highlights the funding government policy which often leads to a state where training places exceed the job opportunities. The identification of training demand as investment in human capital is also questioned.
