Politique commerciale et asymétrie d'information. Une explication alternative des restrictions volontaires à l'exportation

Abstract

[eng] We construct an international duopolistic model « a la Brander et Spencer » in which national government maximizes an electoral return function. We suppose that there exists an asymmetry of information: government cannot observe the domestic firm's level of competitiveness. We show that: (i) in most cases, the higher the domestic firm's level of competitiveness, the higher the optimal tariff; (ii) in most cases, the higher the foreign firm's level of competitiveness, the higher the optimal tariff; (Hi) a pooling equilibrium is a solution if the government uses only tariffs; (iv) a separating equilibrium is a solution if the government uses jointly VER and tariffs. [fre] Nous construisons un modèle de duopole international « à la Brander et Spencer », où le gouvernement national maximise une fonction de rendement électoral. Nous introduisons une asymétrie d'information : le degré de compétitivité de la firme nationale n'est pas directement observable par le gouvernement. Nous démontrons : (i) le tarif optimal est très généralement plus élevé lorsque l'industrie locale est relativement compétitive ; (ii) le tarif optimal est très généralement plus élevé lorsque l'industrie étrangère est relativement compétitive ; (iii) un équilibre mélangeant est obtenu dans le cas où le gouvernement n'utilise que des droits de douane ; (iv) un équilibre séparateur peut être obtenu si le gouvernement combine RVE et droit de douane.
