Abstract

[fre] La gestion de la qualité de l'eau par les Agences de bassin. Une tentative d'évaluation empirique. . Les efforts de dépollution auxquels on assiste depuis une dizaine d'années sont-ils imputables à l'intervention des Agences de bassin et réagissent-ils bien aux modulations de celle-ci ? Nous présentons un modèle simplifié de la gestion de la qualité de l'eau mettant en évidence les réactions des industriels en matière de dépollution face aux différentes modalités d'intervention des Agences de bassin. Nous supposons que chaque branche met en œuvre une technologie de dépollution de type Cobb-Douglas. L'estimation des fonctions d'offre de dépollution permet de mesurer l'incidence de la politique des Agences de bassin sur le niveau de dépollution réalisé par chaque branche. Are the Basin Agencies really responsible for the rising trend in pollution abatement one observes in France during the past few years ? We present a simplified model of the French water pollution control emphasizing industry reaction to the various instruments set by the Basin Agencies. Assuming each industry faces a Cobb-Douglas abatement technology, the abatement offer curves are estimated and used to assess the impact of the Basin Agencies policy on pollutant emissions.
