La planification sociale dans le IXe Plan

After having defined what is called « social planning », this article offers a short historical account of the treatment of social problems in French planning and tries to show that, owing to a relatively new understanding of the links between the economic and social fields, the IXtn Plan contains, in comparison with prenions Plans, some rather important improvements in the matter of social policy. These improvements remain for the moment precarious : far they have not been indeed based upon perceptible improvements of the analysis and forecast implements. Therefore these improvements must be confirmed and made better by advancements relating to the methods of analysing social problems. The experiment of the IXth Plan, the works carried out by the Institut national de la statistique et des études économiques, by the research departments of the ministries, by research centres, would on that head induce to change to some extent the order of priorities the Commissariat General du Plan had fixed upon in the 1970s : instead of a straight search for aggregate instruments to integrate social data one would now rather put the stress on improving the gathering of ground data, which are still very lacunar in some fields, on the improvements to be made in order to know the mechanisms of social policies, on carrying out rigorous evaluation methods. [fre] Après avoir défini ce qu'on appelle la « planification sociale », cet article présente un historique rapide du traitement des problèmes sociaux dans la planification française, et tente de montrer que, grâce à une appréhension relativement nouvelle des rapports qu'entretiennent l'économique et le social, le IXe Plan contient, par rapport aux Plans précédents, des avancées non négligeables en matière de poli­tique sociale. Ces avancées demeurent pour l'instant fragiles : elles n'ont pas reposé en effet sur des améliorations sensibles dans les instruments d'analyse et de projection. Elles doivent donc être confirmées et affinées par des progrès dans les méthodes d'analyse des problèmes sociaux. L'expérience du IXe Plan, les tra­vaux menés par l'INSEE, les services d'étude des ministères, les centres de recherche, conduiraient sur ce point à modifier quelque peu l'ordre des priorités que s'était fixé le Commissariat au Plan dans les années 1970 : au lieu d'une recherche directe d'instruments globaux d'intégration des données sociales, l'accent serait plutôt mis, à l'heure présente, sur l'amélioration de la collecte de données de base encore très lacunaires en certains domaines, sur les progrès à réaliser dans la connaissance des mécanismes des politiques sociales, sur la mise en place de méthodes rigoureuses d'évaluation.
