The VIIIe Plan : Assumptions and Constraints

Abstract

[eng] The question of productivity lias conditioned the perspectives for employment. The VIIlth Plan counts on a relatively sustained growth rate for productivity for the next five years. Of course, in the past, labor productivity has increased more rapidly in France than the average of the other OCDE countries, but tue must ask ourselves if a similar relative difference should be maintained in the présent period of slower growth. If the assumptions concerning productivity were to be re-evaluated on the basis of a slower rise in labor productivity, the result would be a higher level of employment. In such a situation the need to achieve a better organization of income-sharing, difficult under French institutions, appears as a less imperious objective. [fre] finances publiques. L'économie française reste vulnérable à l'inflation et le pro­blème clé de la stratégie macroéconomique est bien celui de la relance de l'investissement.. Deux interrogations demeurent cependant quant au succès de la stratégie ainsi définie. . La question des modalités d'une reprise de l'investissement est absolument cruciale. Certes, les grandes entreprises nationales ont connu, au cours du VIIe Plan, des taux d'investissement très élevés, ce qui a maintenu l'investissement global à un niveau Honorable. Poursuivre dans cette voie conduirait à modifier sensible­ment l'équilibre d'ensemble de l'appareil productif au profit des grandes entre­prises nationales. Il y a donc bien un pari sur l'investissement privé dans le projet de VIIIe Plan.. La question de la productivité conditionne largement les perspectives d'emploi. Le VIIIe Plan table sur une croissance relativement soutenue de la productivité pour les cinq années à venir. Certes, dans le passé, la productivité du travail a augmenté en France plus vite que la moyenne des pays de l'O.C.D.E., mais on doit se demander si un tel écart doit être maintenu en régime de croissance ralentie. Si les hypothèses sur la productivité étaient revues en baisse, il en résul­terait une situation moins défavorable de l'emploi. La nécessité d'un partage du revenu, difficilement compatible avec les institutions françaises, apparaîtrait alors comme moins impérieuse.
