Abstract

[eng] Re-thinking the plan. Pierre Massé. The hard times which must be faced by the VIIIth Plan call for changes in pers­pectives ; these changes will mark a new stage in the evolution of French planning since World War II.. The history of our planning is also that of post-war France :' Jean Monnet and reconstruction, the end of the colonial period and the new unfolding of France within the Common Màrket, the strong and well-regulated growth rate, the shock waves of May 1968, the rise of oil prices at the end of 1973, and the questioning of the old international order. If the VIIth Plan was over-optimistic, it was not through any refusal by the experts to take sombre perspectives into consideration ; it was through the country's refusal to face up to them.. The present conjuncture sets a new challenge for the Plan. With today's uncertainties we can no longer use as a basis for planning a framework of « medium » growth rate, but we must look further into the question of useful actions for the various foreseeable world situations, excluding catastrophies which are by definition unforeseeable. The six options of the VHItH Plan sfuggest elements of response to today's great challenge : the rising unemployment rate. This will be the testing ground for national solidarity, through the necessary redistribution of incarnes. [fre] Les temps d'épreuves auxquelles le VIIIe Plan doit faire face appellent des changements de perspectives ; ceux-ci marquent une nouvelle étape dans l'évolution qu'a connue la planification française depuis la seconde guerre mondiale. L'histoire de notre planification, c'est aussi celle de la France : Jean Monnet et la reconstruction, la décolonisation et l'ouverture de la France dans le cadre du Marché commun, la croissance forte et convenablement régulée, l'ébranlement de mai 1968, les hausses pétrolières de fin 1973 et la remise en cause d'un ordre international ancien. Si le VIIe Plan est apparu finalement trop optimiste, ce n'est pas à cause de la méconnaissance des difficultés par les experts, mais plutôt du retard de l'opinion à les regarder en face et à en accepter les conséquences. Dans la conjoncture présente, le Plan doit faire face à un nouveau défi. L'incertitude impose que l'on ne se fonde plus sur une esquisse de croissance « moyenne » mais que l'on s'interroge davantage sur les actions utiles dans les divers états du monde envisageables, en excluant les éventualités exceptionnelles (les « catastro­phes » au sens de René Than) qui sont, par nature, imprévisibles. Les six options du VIIIe Plan ont en particulier pour objet d'apporter des éléments de réponse à l'un des grands défis de l'heure, celui de la montée du chômage. La solidarité nationale aura à s'y exercer, notamment à travers la nécessaire remise en cause du partage du revenu.
