Les problèmes économiques des régions frontières européennes

Abstract

[fre] Le développement du Marché commun tend actuellement à faire reconnaître la nature spécifique de la région frontière (région naturelle coupée par une frontière politique) jusque-là niée par les nationalismes économiques et politiques. Les problèmes communs à ces régions (disparité des rythmes de crois­sance, émigration des frontaliers, incohérence des infrastructures et des localisations industrielles, etc.) sont envisagés d'abord sous l'angle de l'aptitude des théories de la croissance, de l'espace et des échanges internationaux à en rendre compte. Les contradictions des politiques d'aménagement du territoire des différents pays, de même que l'insuffisance des moyens communautaires mis en œuvre pour résoudre les problèmes des régions frontières sont ensuite soulignées. Des directions sont enfin proposées pour la recherche de solutions au niveau de la C.E.E. [eng] Present trends in the development of the Common Market are tending towards the recognition of the specifie nature of the frontier region (a natural region eut by a political frontier) which, up till now, has been refused for reasons of economie and political nationalism. Problems common to these regions (disparity in the rates of growth, movements of workers across the frontiers, lack of coherence in matters concerning infrastructure and industrial siting, etc.) are considered, first of ail, in the light of the capacity of the various theories of growth, land area and international trade to account for them. The contradictions manifest in the regional development policies of the various countries, as well as the inadequate nature of the measures implemented by the E.E.C. to solve the problems of the frontier regions are then stressed. Some indications are then put forward which should contribute to the solution of these problems at the E.E.C. level.
