Abstract

[fre] La prise en considération des effets externes liés à l'utilisation et à la mise en valeur des ressources est l'aspect central de la « nouvelle économie » des ressources naturelles. L'économie des loisirs de plein air représente un champ d'application particulièrement intéressant à cet égard. D'une part, la pression de la demande d'espaces de loisirs, l'aménagement et la protection du patrimoine naturel tendent à valoriser les ressources dans leurs utilisations récréatives ; en l'absence de prix du marché, l'analyse économique fournit plusieurs méthodes per­mettant la mesure en termes monétaires de cette valorisation : le calcul de courbes de demande, les coûts liés à l'offre d'espaces de loisirs, l'impact sur les économies locales et régionales des zones récréatives. D'autre part, les risques de dégra­dation des espaces de loisirs augmentent par l'importance croissante des déséco-nomies externes de consommation : le cas des parcs nationaux montre la nécessité de limiter l'accès du public à ces biens collectifs autrefois gratuits ; une politique tarifaire peut être un des moyens de limiter et d'orienter la demande.. D'une manière plus générale, la définition d'une programmation des ressources de plein air implique le choix des mécanismes et des instruments de répartition les plus adaptés aux objectifs poursuivis. [eng] The « new economies » of natural resources is focused on exter-nalities linked on the development and use of resources. Economies of outdoor recreation is specially concerned in this respect : the pressure of demand for recreational areas, the development and protection of natural patrimony induce the valorization of resources for recreative uses ; economie analysis supplies methods of evaluation extra-market benefits of resourced-based areas : computation of demand curves, costs of supply, economie impacts on local and regional areas. As chance of deterioration by users increases — national parks for instance —, the limitation of demand is needed : pricing may be a tool, among others, to achieve this goal. Broadly speaking, the definition of recreation resources policy involves the choice of institutional mecanisms and tools suited for the selected objectives.
