Abstract

[fre] Nombre de recherches sur les offres d'emploi (étude des firmes de pointes, recherche de liaisons emplois-productivité) supposent implicitement l'existence de firmes optimales uniques, modèles de référence pour tous, et que les structures d'emploi sont induites par les « techniques » utilisées. En fait, il peut coexister des combinaisons productives qui d'un point de vue économique sont également optimales, et correspondre à une technique donnée des structures d'emploi très variables selon les organisations adoptées. L'approche organisationnelle paraît fondamentale. Elle permet seule de rendre compte et de la nature complète des emplois et du fonctionnement réel des entreprises. Leurs structures d'emploi dépendent du jeu complexe de nombreuses variables. Le calcul de l'entrepreneur, son éthique, les caractéristiques du produit fabriqué et de sa demande, la taille ou l'âge de la firme, les processus de production utilisés ou les politiques du personnel suivies sont autant de facteurs qui, à côté des techniques, doivent être pris en compte par le prévisionniste. La prévision de l'évolution des structures d'emploi dans les entreprises peut donc difficilement reposer sur des techniques simples. [eng] Various items of research carried out on supply in employment (surveys of leading firms, research into the relationship between employment and productivity) appear to assume that there are individual optimal firms acting as reference models for ail others and that labour structures are the resuit of the « techniques » employed. Production combinations that are all equally optimal may in fact co-exist, and labour structures, which can very greatly according to the organisation adopted, may correspond to any given technique. An organisational approach seems to be fundamental. This alone can enable us to form a complete picture of the nature of employment and of the actual function of firms. The labour structures of firms are the product of the complex inter-play of numerous variable factors. The manufacture's methods of calculation, ethics, the nature of the manufactured article and the demand fort it, the size and age of the firm, production methods and personnel policy are ail factors which have to be taken into account by the forecaster, quite apart from techniques. So any forecast of the evolution of labour structures in firms can hardly be based on techniques alone.
