Abstract

[fre] Le but de cet article est d'éclairer, à l'aide des concepts et des résultats de la comptabilité nationale, certains phénomènes financiers dont aucun ne peut être traité en le séparant des autres actes économiques. La première partie traite des trois catégories d'opérations comptables. Le caractère particulier des opérations financières y est mis en évidence ainsi que leurs liaisons avec les deux autres catégories. A partir de ces précisions, la signification de l'équilibre épargne-investissement et les mécanismes sous-jacents, sujets de la seconde partie, peuvent être plus complètement explicités. Il est notamment souligné que les institutions financières prises dans leur ensemble créent leur passif à partir de leur actif. Cela permet d'analyser le rôle des institutions financières et de le relier à la politique économique et financière générale et aux comportements statistiques des différents agents qui devraient être étudiés plus attentivement. La troisième partie cherche à illustrer, en se limitant presque exclusivement au moyen terme, les résultats proposés précédemment. La difficulté des projections effectuées à l'aide de la comptabilité nationale apparaît, d'abord, comme un cas particulier des problèmes que pose toute analyse structurale. L'exposé et la discussion de certains débats qui ont été menés au sein du groupe de l'équilibre, pendant l'élaboration du Ve Plan, servent d'exemples. [eng] It is the purpose of this article to throw light, using concepts and findings taken from national accounting, on certain financial phenomena none of which can be approached independently of other economic processes. The first part deals with the three categories of accounting operations definition is made of the particular character of financial operations and of the links these have with the other two categories. On the basis of these definitions the signifiance of the balance between savings and investments and subjacent mechanisms which are the subject of second part can be more clearly established. Special emphasis is given to the fact that in financial institutions taken as whole liabilities spring from assets. Thus we can analyse the role of financial institutions and links this up with general economic and financial policy and the statistical behaviour of all the various agents that require more careful attention. The third part while being confined almost exclusively to the medium term attempts to illustrate the findings previously presented. The difficulty of planning on basis of national accounting appears in the first instance as but another of the problems involved in any structural analysis discussion of certain points dealth with the «Balance Group» when the Fifth Plan being drawn up serves as an illustration.
