L'impact agricole de la libéralisation des échanges entre la Tunisie, l'UE et le monde

Abstract

[fre] Dans cette étude on présente un modèle multimarchés afin d'évaluer les effets de la libéralisation initiée par les Accords agricoles de l'Uruguay Round et la création d'une zone de libre-échange entre la Tunisie et l'Union européenne. Différents scénarios de politiques commerciales et agricoles sont envisagés, et l'article montre quels sont les effets anticipés sur les revenus, les prix, l'offre et la demande des produits agricoles tunisiens. Les résultats encouragent la politique d'ouverture aux marchés extérieurs car elle permet de réduire le déficit budgétaire grâce à la diminution des subventions et de créer plus d'efficacité dans la production. Mais ils laissent entrevoir des baisses de production considérables en blé tendre et des baisses de consommation en blé dur en cas de suppression des subventions à la consommation. [eng] The impact of free trade of agricultural products between Tunisia, the european union, and the rest of the world: a multimarket approach - In this study we use a multimarket model to evaluate the effects of free trade according to the agreements made at the Uruguay Round regarding free trade of agricultural products between Tunisia and the European Union. We present different trade policy experiments and we show the resulting changes in the goods prices and their supply and demand in Tunisia. Our results indicate that free trade policies reduce subsidies and thus create more efficiency in production. However it is shown that wheat production and consumption go down considerably if we totally suppress consumer subsidies. Intermediate steps are therefore recommended.
