Abstract

[eng] From institutions to individuals: sketching the agri-environmental landscape in three european countries . This paper accounts fora comparative research on the application of agri-environmental measures in Germany, France and Portugal. The results we present here are extracted from a sociological inquiry conducted with about 700 farm-holders, in seven regions of these three above-mentioned European countries. We have questioned these farmers -had they signed or not any agreement- and all the various actors implied in the implementation of this European policy on the local as well as on the national scale. In this paper, we aim at explaining why applying these agri-environmental measures impulses a paradoxical dynamics coming to light thanks to the different scales taken into account by the analyses. If these measures come in addition to others already existing, the engagement of farmers is to be replaced in a social logic combining choices arising from their experience as producers, but also arising from their growing awareness of their citizenship. [fre] Cet article rend compte d'une recherche comparative sur l'application des mesures agri-environnementales en Allemagne, France et Portugal. La recherche dont sont extraits les résultats s'appuie sur des enquêtes sociologiques menées auprès d'environ 700 exploitants agricoles, dans sept régions de ces trois pays européens. Des agriculteurs signataires de contrats ou non, ont été interrogés, mais également les différents acteurs impliqués dans la mise en œuvre de cette politique européenne, de l'échelle nationale à l'échelle locale. L'objectif de cet article est de montrer en quoi l'application des mesures agri- environnementales donne lieu à une dynamique paradoxale que seuls révèlent les changements d'échelle auxquelles l'analyse procède. Si les mesures agri-environnementales s'inscrivent dans des dispositifs déjà en place, l'engagement contractuel doit être replacé dans une logique sociale combinant des choix issus de l'expérience du producteur, mais aussi de la prise de conscience du citoyen.
