Abstract

[eng] Farm subsidies and employement : snenarios for french agriculture . The aim of this paper is to analyse the distribution of farm sub- sididies before and after the CAP reform (1994). To acheive this purpose, we use a representative sample of french farms, the Farm Accountancy Data Network (FADN). We compare the account of subsidies and we evaluate the effects of a limitation of direct payments per agricultural labour unit (50000 FF, 100000 FF, 150000 FF). This analysis is based on three systems of production (cereals and crops farms, milk farms, cattle farms) and take the economical dimension into account. [fre] En s'appuyant sur les données du Réseau d'Information Comptable Agricole (rica 1994), cette article analyse, tout d'abord, l'évolution du montant des aides directes aux exploitations agricoles françaises, avant et après la réforme de la Politique Agricole Commune. L'étude de la répartition des aides directes est ensuite réalisée pour les exploitations des trois orientations de production les plus concernées par la réforme de la Pac (céréales et grandes cultures, bovin-lait, bovin-élevage et viande) et réparties selon trois classes de dimension économique. Une analyse de l'impact économique d'un plafonnement des aides par travailleur (à 50000 F, 100000 F et 150000 F) est enfin proposée. Pour tenir compte du soutien indirect de la production de lait et de betteraves sucrières, pour éviter des substitutions entre cultures de céréales et d'oléo-protéagineux et pour n'intégrer que les aides liées à des organisations communes de marchés, le poste d'aides soumis au plafonnement a été recalculé et s'intitule "Équivalent Soutien Direct au Revenu"
