Les agriculteurs face à la nouvelle PAC. Quelles perspectives pour quels territoires ?

Abstract

[fre] Dans un contexte durable de saturation des marchés agricoles, les agriculteurs adaptent leurs systèmes productifs. Sont ici examinées, dans le contexte de la réforme de la PAC, trois types d'adaptations structurelles porteuses d'enjeux territoriaux : Intensification des systèmes d'élevage, la diversification de l'activité agricole dans l'agrotourisme, la transformation de produits agricoles et la vente directe aux consommateurs, l'organisation collective d'une meilleure valorisation de la production dans le cadre de produits de terroir. Pour apprécier correctement les perspectives de ces adaptations, il est nécessaire de prendre en compte, non seulement les questions qu'elles posent du point de vue du fonctionnement des exploitations agricoles, mais aussi les situations éventuelles de la part d'autres agents au niveau de l'offre et l'évolution de la demande dans les secteurs d'activités considérés. [eng] Against a background of saturated agricultural markets, farmers are adapting their systems of production. Within the context of Common Agricultural Policy reform, we examine here some types of structural adaptation which have repercussions on land use : (I) extensification of livestock systems, (II) diversification from farming towards agro-tourism, (III) the processing of farm produce and direct sale to consumers, and (IV) enhancement of the production of local produce on a collective basis. To make a proper assessment of the prospects for such adaptations, we need to consider not only the questions they raise from the standpoint of the way farms are operated, but also the position of other agents in terms of supply, and changes in demand in the sectors of activity concerned.
