Aménagement du territoire ou aménagement du milieu ?

Abstract

[fre] Le débat lancé en 1993 sur l'aménagement du territoire ouvre-t-il des perspectives nouvelles à la solution des problèmes rencontrés par les espaces ruraux ? On peut en douter, tant cette politique publique d'aménagement du territoire continue à raisonner en terme de redistribution des activités et des ressources financières existantes. Or les stratégies de contre-polarisation sur lesquelles cette politique s'appuyait sont aujourd'hui dépassées par les nouvelles donnes de l'économie mondiale. Ainsi, nous semble-t-il plus pertinent de partir des conditions locales de développement pour voir si elles sont ou non satisfaites. A ce moment-là, l'aménagement du territoire devient une politique de mobilisation et d'enrichissement des territoires, les nouveaux services aux entreprises comme aux ménages y contribuant largement. [eng] Does the french debate on territorial management will solve rural problems ? This is very controversial. The french public policy is here still dealing with and old reference : the spatial redistribution of financial resources, whereas it should consider the challenge of creating new activities. It seems therefore more relevant to first define the local conditions for development and to know then if they are spontaneously enforced or not on relevant territories. In this perspective, territorial management is a public policy for empowering the rural territories. News services for enterprises and households are the cornerstone of this new perspective.
