Abstract

[eng] Towards the new mosaic of rural regions . The aim of the paper is to approach a better understanding of the complexity of contempory rural change. One theme is the impact of policies ; the traditional rural policies and the state budget in general. It is argued that, in the Swedish case, the general welfare model has had a major redistributional but largely uninentional effect in favour of peripheral regions. Rural change, however, cannot be comprehended from policy alone. A cluster of economic and social changes are operating at different levels affecting the various kinds of rural areas. A better understanding of the processes at work can be achieved by identifying the different needs and actvitées of the emerging types of rural inhabitants. We have chosen to focus on crucial resources, leading policy and critical networks. [fre] Le but de cet article est de mieux comprendre la complexité des changements contemporains dans les régions rurales. L'impact de la politique rurale traditionnelle et du budget de l'Etat en général est un thème important. Dans le cas de la Suède, il est admis que le modèle général de l' Etat-providence a eu un effet redistributif important mais involontaire en faveur des régions périphériques. Néanmoins, le changement rural ne peut pas être compris en étudiant seulement la politique. Une série de changements économiques et politiques agit à différents niveaux et influence les divers types de régions rurales. Une meilleure compréhension des processus à l'œuvre suppose d'identifier la nouvelle stratification de la population rurale qui se met en place, de repérer les besoins et les activités des différents groupes et les ressources principales dont ils disposent, ainsi que les politiques les affectant de manière déterminante, et les réseaux dans lesquels ils s'insèrent.
