Abstract

[fre] L'analyse des politiques publiques est resituée dans un cadre théorique, avec rappel de la théorie de la rente ricardienne, de la rente néo-classique et des théorèmes du bien-être. La rigidité du facteur terre et son hétérogénéité créent des situations de rentes qui sont incontournables pour évaluer l'efficacité des politiques. [eng] Policy and efficiency : in agriculture, a necessary intervention to face a logic of rent. . The analysis of agricultural policies is placed within a theoretical framework, with a brief comment on the Ricardian and the neo-classical rents and the welfare theorems. Land being a rigid and heterogeneous factor, it creates such rents that public intervention becomes a necessity.
