Abstract

[fre] Le présent document étudie les conséquences du Programme d'encouragement à l'exportation des Etats- Unis (EEP) sur les quantités commercialisées et sur les cours dans le cadre du marché mondial du blé. L'EEP utilise des subventions en nature et ciblées pour accroître les exportations américaines ; il a été conçu spécialement pour répondre aux exportations subventionnées par la CEE. Les auteurs ont mis au point un modèle théorique pour analyser les effets des subventions à l'exportation ciblées, en nature et pour des quantités limitées. Ils utilisent un modèle d'équilibre spatial pour étudier les modifications prévisibles de prix et quantités exportées, provoquées par l'EEP. La forme des subventions en nature et la limitation quantitative entraînent une chute des prix sur tous les marchés. La part du marché augmente pour les Etats-Unis, tandis que le volume des exportations de la CEE reste constant grâce à l'augmentation du montant des restitutions à l'exportation. Les perdants du fait de l'EEP sont les autres exportateurs. [eng] An analysis of the effects of the U.S. export enhancement program on the world wheat market . . This paper investigates the effects of the U.S. Export Enhancement Program (EEP) on volumes traded and prices in the world wheat market. EEP uses targeted in-kind subsidies to expand U.S. exports and was specifically designed to compete with subsidized exports from the B.C. A theoretical model is developed to analyze the effects of targeted, in-kind and volume constrained export subsidies. A spatial equilibrium model is used to show the expected changes in prices and exports caused by EEP The in-kind nature of the subsidy and the constraint on the volume of exports result in lower prices in all markets. U.S. market share increases, while B.C. exports remain constant as export restitution payments increase. Other competing exporters lose as a result of EEP.
