L'article 19 : une gestion agricole au nom de l'environnement ?

Abstract

[fre] Tout le monde s'accorde pour voir dans l'application de l'article 19 en France une étape essentielle dans la relation difficile entre l'agriculture et l'environnement. L'analyse de sa mise en œuvre dans l'une des zones pilotes — marais de Rochefort — permet de comprendre pourquoi les instances agricoles locales ont voulu l'adopter, malgré les réserves nationales. Pensant maîtriser la procédure, lui enlever son éventuel caractère novateur, la profession agricole veut en faire un moyen de contenir la pression environnementale afin de sauver l'option de l'intensification agricole par la négociation locale. Ce faisant, elle se prête aussi au regard critique des autres acteurs ruraux : la recomposition de la ruralité soumise à la question de l'environnement est d'ores et déjà en cours. There is a general agreement to consider that the application in France of Article 19 is an essential step in the uneasy relations between agriculture and the environment. Analysing its implementation in one of the pilot-areas : the Rochefort Marsh - enables us to understand why the local agricultural authorities have been keen on adopting it in spite of the national reserves. Because they hope to maintain control over the procedure and to get rid of its eventual innovative nature, the professional agricultural organizations want to use it as a means to restrict the environmental pressure in order to save the intensification choice through local négociation. Doing this, they invite the other rural actors to criticize them : we already witness the recomposition of rurality put to the question of environmental issues.
