Utilisation de l'espace et systèmes de production

Abstract

[fre] Un agriculteur choisit un système de production en fonction de ses objectifs et de ses contraintes, mais ce choix est largement déterminé par la rareté relative de chacune de ses ressources : terre, travail, capital. La croissance économique a modifié les rapports entre les différents facteurs de production ; en agriculture la productivité de la terre est devenue moins importante que celle du travail. Mais le rapport terre/travail reste très différent selon les pays, les régions, les types d'exploitation, expliquant la diversité des systèmes de production. L'aspect majeur de la réforme de la PAC concerne la maîtrise de l'offre en évitant la déprise agricole sur une grande partie du territoire. Il convient donc de s'orienter vers des systèmes de production reproductibles, basés sur une plus large utilisation de terre et une moindre consommation de travail et/ou de capital par hectare. L'agrandissement des exploitations offre certaines possibilités, mais des aides financières seront indispensables et un effort particulier devra être fait pour orienter les résultats de la recherche vers de nouvelles finalités. Each farmer decides what type of farming system will be suitable, according to his own targets and constraints, but this choice largely depends on comparative scarcity of inputs as land, labor, and capital. The economic growth modified the ratios between this different inputs. In agriculture the productivity of land grew less important than the labor's one. But the ratio between land and labor yet presents large differences among countries, regions and types of farms. The major point of CAP'S revision lies on supply control in such a way to avoid a drastic reduction of agricultural area. So it's necessary to find sustainable farming systems which would be able to use more land, but less capital and/or labor per acre. Enlargement of farm's size is an opportunity, but financial grants will be necessary and a special effort has to be made to move research work towards new targets.
